A China-India Partnership: Unlocking Global Potential

On October 28th, 2023, Chargé d’Affaires a.i. of Chinese Embassy in India Ma Jia published an article in The Hindu discussing the vast global potential of a China-India partnership. In a world facing numerous security threats and deficits in peace, development, security, and governance, this partnership holds great significance.

An Opportunity for China and India

China and India, two ancient Asian civilizations, share common ideals regarding the future and destiny of mankind. The vision of “a world of fairness and justice for the common good” has long been cherished by the Chinese people. Similarly, ancient Indian literature holds the motto of “Vasudhaiva Kutumbakam”. Both nations jointly initiated the Five Principles of Peaceful Co-existence in the 1950s, which serve as fundamental norms governing international relations.

With populations exceeding one billion and both countries positioned as major developing economies, China and India are currently at a crucial stage of development and revitalization. They possess the responsibility, capability, and opportunity to illuminate the path forward for humanity using Oriental wisdom. China’s President Xi Jinping proposes building a global community of shared future, as outlined in the white paper titled “A Global Community of Shared Future: China’s Proposals and Actions”. This approach emphasizes forging synergy for lasting peace, developing a conducive environment for common security, instilling confidence in common development, promoting mutual learning among civilizations, and protecting the environment.

This vision of a global community of shared future has been embraced by the international community, including the United Nations General Assembly and multilateral mechanisms such as the Shanghai Cooperation Organization (SCO) and BRICS. Particularly among developing countries, support for this vision is strong.

Vision Points for Global Progress

Several crucial points emerge from this vision:

  • 1. Keep to the correct direction of economic globalization: China and India advocate for jointly building an open world economy that considers the demands and interests of developing nations. They reject unilateralism, protectionism, decoupling, and the zero-sum game mentality.
  • 2. Follow the right path of peaceful development: The world requires peace, just as individuals require air and sunshine. The pursuit of peace, development, cooperation, and win-win outcomes is the prevailing trend. Those who adhere to the outdated paths of colonialism and hegemonism will face dire consequences. Achieving development goals and contributing to the world necessitates collaborative efforts to pursue, safeguard, and share peace.
  • 3. Foster a new type of international relations: By building a global community of a shared future, emerging and established powers can avoid falling into the traps of confrontation and conflict. Instead, countries should uphold principles of mutual respect, equity, justice, and mutually beneficial cooperation. This will foster broader and deeper global partnerships based on equality, openness, and collaboration.
  • 4. Practice true multilateralism: The world should prioritize fairness and reject domineering practices disguised as multilateralism. The international system centered around the United Nations provides the only framework, order, and rules for the world, based on international law and the UN Charter’s principles.
  • 5. Promote the common values of humanity: The pursuit of common values such as peace, development, equity, justice, democracy, and freedom should respect diversity, allowing for different democratic models and social systems. Humanity should seek common ground while embracing differences and respecting the rights of all countries to choose their own development paths.

China’s Contributions to Global Cooperation

China has made significant contributions to building a global community of a shared future. Over the past decade, the Belt and Road Initiative (BRI) has become a sought-after global public good and a platform for cooperation extended by China to the world. The Global Development Initiative, Global Security Initiative, and Global Civilization Initiative offer comprehensive solutions to the challenges confronting humanity, pointing towards progress on three dimensions.

With their sizable populations, China and India are natural partners in building a global community of shared future. By working hand in hand with global development, security, and civilization initiatives, they can demonstrate the collective will of Global South countries to establish an open, inclusive, clean, and prosperous world, characterized by lasting peace and universal security.
